How Do I Get PokeNav in "Ruby"

The PokeNav is a device introduced in the Ruby/Sapphire/Emerald generation of Pokemon games. It can diagnose the player's current Pokemon, includes a detailed map and can locate and call trainers you've already met. It is received about a quarter of the through the game, as a result of doing missions for the Devon Corporation.

Instructions

Enter Rustboro City, through the Petalburg Woods. Go to the Rocky Gym and defeat Roxanne to get the Rocky Badge. Someone from Devon Corp. will complain to you about Team Magma stealing his goods. Exit the city in the northeast, by Route 116.

Go to the end of Route 116, and speak to the old man in front of the cave. He will inform you that the Team Magma member is hiding in the cave. Enter and go east, and defeat the Team Magma member for the Devon Goods.
